Having the number of vehicles in our country reach 77 million and the number of license holders surpass 77 million, motor vehicles are now utilized as an essential part of people's lives and their social activities.
At the same time, however, vehicles are also responsible for traffic accidents casualties (in 2003, annual death toll: 7.7 thousand, number wounded: 1,181 thousand) and pollution resulting from exhausted nitrogen oxide and black smoke (non-achieved standards of suspended particulate matter and nitrogen dioxide were 17% and 66% in 2002).
There are several ways to reduce the negative effects that vehicles have on our society, but these measures can be categorized into 3 main sections. The first category is "Measures for Roads", which includes improving intersections with poor visibility, maintaining roads to ease traffic congestion, etc. The second is "Measures for Drivers", which includes measures such as improving drivers' driving techniques, popularizing safe-driving and idling stops, etc. And the third measure, "Measures for Vehicles", includes the maintenance of vehicles in a safe, pollution-free condition.
It is inevitable that vehicle construction and equipments deteriorate from usage, and frictions are unavoidable. In order to keep the vehicles in a safe, pollution-free condition, it is necessary, and is also a social obligation, that the user maintains his or her vehicle properly by carrying out periodic checks and maintenance. Thus, "Safety Regulations for Road Vehicles" has been set up within the Road Vehicles Act, which obliges users to carry out periodical checks and maintenance to meet these safety standards.
Yet, as the way each vehicle is used and the way of thinking each driver has for the vehicles are variant, the accepted views for safety and environment, as well as the approaches for the maintenance of the vehicles also differ. Some users may modify their vehicles knowing that it violates the regulation, so leaving the issue up to each user's responsibility may cause some problems.
Therefore, "Vehicle Inspection" is the process, which allows the government to confirm that each individual vehicle complies with the regulations and that each user is conducting the vehicle maintenance properly.
